State Recovery Programs for Tornado Relief

Senate Bill 1: $100 Million for Tornado Recovery

The Missouri Legislature passed Senate Bill 1 in 2025, allocating $100 million to assist with tornado recovery in St. Louis. Here’s what you need to know:

  • Demolition and Debris Removal Projects: FEMA has approved Project #1 for unsafe residential structure demolition, while Project #2 (general debris removal) is still under review.
  • Funding Status: The estimated cost for Project #1 is $156 million, with FEMA reimbursing 75%. A supplemental budget request for $86 million is in progress to cover additional costs.
  • Key Deadlines: February 14th is the deadline to submit the Private Property Assistance application. Right-of-entry (ROE) is required for demolition and debris removal to begin.

Missouri Housing Trust Fund – Disaster Relief

The Missouri Housing Trust Fund has committed $25 million to recovery efforts, with $3.38 million already awarded to St. Louis agencies. Services include:

  • Up to 24 months of rental or utility assistance
  • Emergency home repairs (up to $50,000)
