A Place to Heal, a Place to Work: Why Ward 8 Needs Therme DC

For decades, Poplar Point sat behind chain link fences while Ward 8 waited. The proposed $500 million Therme DC wellness oasis could change that by pairing 5,600 jobs and public health amenities with ample room for affordable housing East of the River.

Overview: Poplar Point in Ward 8 has remained fenced off and underutilized for decades, but the proposed $500 million Therme DC project offers a realistic path to deliver vital community wellness, roughly 5,600 total jobs, and $1.5 billion in long-term public revenue. While housing advocates and local leaders worry about losing prime waterfront acreage, the 600,000-square-foot facility and surrounding 70-acre public park take up only 15 acres of the 110-acre site. That footprint leaves plenty of room for deeply affordable housing, creating a rare setup where world-class health amenities and community reinvestment can actually rise together East of the River.

  • Project Overview: Therme DC is a proposed $500 million, 600,000-square-foot public wellness destination and 70-acre park located at Poplar Point in Ward 8.
  • Community Impact: The facility addresses long-standing health disparities east of the river by providing accessible recreation, thermal baths, and green space.
  • Economic Growth: The project is projected to generate roughly 5,000 construction jobs, 600 permanent positions with local hiring priority, and $1.5 billion in tax revenue over 25 years.
  • Balanced Development: Using only 15 of Poplar Point’s 110 acres, the project leaves ample room for affordable housing alongside commercial development.

The Decades-Long Promise of Poplar Point

Poplar Point is 110 acres of prime Anacostia riverfront in Ward 8, sitting just across the Frederick Douglass Memorial Bridge. For decades, city leaders promised big things for this ground. Instead, chain-link fences went up, weeds took over, and neighbors were left waiting.

Therme DC is the first proposal in a generation that can break that pattern.

Inside the Vision for Therme DC at Poplar Point

Therme Group, based in Vienna, builds massive public wellness resorts all across Europe. Their proposal for Poplar Point puts $500 million into an “urban oasis” covering 600,000 square feet. It sits on 15 acres, wrapped inside an open 70-acre public park. Visitors get thermal mineral baths, saunas, waterslides, quiet zones, gardens, local art, and dining.

Most importantly, Therme runs on a public-access model. It is designed to be affordable for working families, not just people with private club memberships.

Closing the Health Equity Gap in Ward 8

That distinction matters. East of the river, residents face the steepest health challenges in Washington, DC, including higher rates of chronic illness and shorter life expectancies than folks living in wealthier zip codes. Ward 8 also deals with a glaring resource gap. There are not enough full-service grocery stores, clean green spaces, or quality recreation spots.

Therme DC brings a world-class wellness center right to the community’s front door. Families should not have to leave their own neighborhood just to find rest, recovery, and recreation.

Wanda D. Lockridge, the community engagement director for Therme DC and a lifelong Ward 8 resident, put it plainly. She noted that families here have spent generations watching everyone else get the city’s best investments. Therme DC puts Ward 8 first in line, offering healing spaces, community gathering points, and career pathways.

Local Jobs and Long-Term Economic Opportunity

Real health also requires economic stability. Therme plans to generate roughly 5,000 construction jobs, with specific hiring pipelines for local workers and minority contractors. Once the doors open, the facility will need around 600 permanent staff members.

Therme has committed to an East of the River workforce training plan to get neighbors qualified before hiring starts. A reliable paycheck within walking distance of home does more for public health than almost any policy paper.

Grassroots Support Across Ward 8

Community momentum is already real. Over 50 neighborhood organizations have signed formal letters of support, and more than 1,500 DC residents have endorsed the plan. These groups work directly with local families every day. They back the project because they helped shape it.

Balancing Wellness Development and Affordable Housing

Pushback exists, and it centers on housing. Councilmember Janeese Lewis George, the Democratic nominee and likely incoming mayor, called Poplar Point one of the last major urban waterfront opportunities on the East Coast. Housing advocates argue the riverfront should be reserved exclusively for residential units.

The city’s affordable housing shortage is critical, especially in Ward 8. But framing this debate as Therme versus housing misses the scale of the land.

Therme DC needs only 15 acres. That leaves nearly 100 acres across Poplar Point for mixed-income developments, deeply affordable apartments, and retail. In fact, an anchor destination like Therme makes housing easier to build. The District projects Therme will generate $1.5 billion in local tax revenue over 25 years. City leaders can funnel that money straight into housing subsidies and anti-displacement funds for long-time Ward 8 residents.

Tie that revenue to a strict, legally binding community benefits agreement, and the neighborhood secures dedicated jobs, low-cost admission, and permanent affordable housing all at once.

Moving Poplar Point Forward

One development cannot fix decades of broken promises. But Therme DC delivers an unprecedented package: public wellness, thousands of paychecks, and a massive waterfront park right where it is needed most.

Ward 8 has waited long enough. The DC Council and the National Park Service need to clear the land transfer and get to work.
