Kansas City Housing Gateway Program: A Bold Step to Combat Homelessness

Kansas City is taking a significant step to address its homelessness crisis with the launch of theĀ Housing Gateway Program. This initiative, part of the city’s ZERO KC strategic plan, aims to provide flexible funding and faster solutions to homelessness. By leveraging public-private partnerships, the program seeks to expand housing access and offer immediate support to those in need.


Tackling Kansas City’s Housing Shortage

The city faces a severe housing shortage, with 64,000 affordable homes needed. Rent has risen by 7% since 2024, making it one of the fastest-growing rates in the country. Additionally, the number of unsheltered individuals has increased by 168% since 2018. To combat this, the City Council approved Ordinance 260140 last Thursday, allocating $1 million to launch the Housing Gateway Program.

Mayor Pro Tem Ryana Parks-Shaw, the lead sponsor of the ordinance, emphasized the need for action:
“We all know homelessness is a problem in our city, but my focus is on solutions, and sometimes solutions require a new approach. The Housing Gateway Program is about moving beyond conversation and into action.”

The program will be managed by the Housing and Community Development Department (HCDD) through the Office of Unhoused Solutions (OUS). It will focus on key areas such as flexible funding, landlord partnerships, and measurable reductions in homelessness.


Public-Private Partnerships: A Collaborative Solution

Collaboration is at the heart of the Housing Gateway Program. Public-private partnerships will play a crucial role in addressing homelessness. Kevin Barth, Chairman and CEO of Commerce Bank – Kansas City, highlighted the importance of shared responsibility:
“This is first and foremost a humanitarian challenge that calls for empathy, urgency, and shared responsibility. The business community is aligned on its support of hiring one of the most accomplished experts in the country to work with KCMO’s Housing and Community Development team to address the causes of homelessness.”

The program will use flexible local funding to provide rapid support. This includes short-term rental assistance, security deposits, utility payments, and tenant protections. These measures aim to help individuals and families secure and maintain stable housing.


Strategic Guidance and Future Plans

Over the next six months, City Manager Mario Vasquez will form an advisory board. This board will include city staff, council members, business leaders, and philanthropic representatives. Their goal is to guide the implementation of the Housing Gateway Program. By August, the City Manager will present recommendations to the City Council on improving the city’s homelessness response system.

HCDD Director Blaine Proctor expressed optimism about the program’s potential:
“The Housing Gateway Program is a proactive step to better address homelessness in Kansas City amid anticipated shifts in federal housing funding. We are inviting all stakeholders to the table as we restructure our approach to address unsheltered homelessness and create safe and stable housing opportunities for residents.”
