MoCannTrade has long advocated for DCR to allow cannabis customers to pick up product at a licensed dispensary’s designated onsite curbside area. DCR temporarily allowed curbside pickup during the COVID-19 pandemic, which provided secure access for mobility and logistically challenged patients and customers in a safe and compliant manner. 

After COVID regulations were relaxed, MoCann representatives continued meeting with administration officials in Jefferson City on behalf of its members and industry licensees in the hopes of having curbside pickup reauthorized, Yesterday, DCR announced they were in fact filing a proposed rule amendment to allow for curbside access, a major victory for consumer and patient access. 

The proposal comes only weeks after Illinois Gov. JB Pritzker signed legislation allowing for statewide curbside pickup at licensed Illinois dispensaries. 

According to DCR, the rules will be published next week in the Missouri Register, which can be viewed on the Secretary of State’s website. Public comments will be accepted from September 1 – October 1, 2026.  You can also read DCR’s press release on the rule amendment filing here.  

While the industry enthusiastically supports curbside access, the wording and details of the new rule will be important. We encourage all of our members to look over the new amendment language carefully next month and provide written comments or suggestions as part of the rulemaking process to ensure efficient, safe and compliant access for staff, patients and consumers.
