ICCA Bill Perfected In Missouri House, Full House Vote Expected Soon

Today the Missouri House of Representatives gave first round approval to the ICCA, MoCannTrade’s top legislative priority. The legislation, which is backed by Missouri law enforcement, aligns state law with the new federal definition of intoxicating hemp. The bill needs one more vote by the House before it heads to the Missouri Senate, which could take place as early as this Thursday. 

House Bill 2641 sponsored by Rep. Dave Hinman bans all synthetic cannabis as well as all hemp-derived THC products above .4 mg per package or .3% total THC. An amendment was added that makes Nov. 12 of this year the effective date to ban these intoxicating products. The amendment provides that if Congress were to delay their federal intoxicating hemp ban, hemp beverages would be subject to a delayed effective date, while most other products including flower, vapes, gummies, synthetics, candies and edibles would still be prohibited in Missouri. To watch the floor action recording, click here and go to the 11:02:45am mark.

The legislation is a priority this year for Missouri legislative leaders because it protects the health and public safety of Missourians. In his State of the State address last month, Gov. Mike Kehoe called for banning these products to the delight of Missouri law enforcement. The ICCA was one of the very first bills passed this year by the House Public Safety Committee and the Senate Judiciary Committee.

What The Bills Do: 

  • At a high level, the ICCA:aligns Missouri law with the new federal definition of hemp and marijuana, closing loopholes that allow intoxicating THC products to be sold outside the regulated system.
  • Ensures that any product capable of intoxication is produced, tested, tracked, and sold through Missouri’s existing, voter-approved marijuana regulatory framework.
  • Protects legitimate industrial hemp, Missouri farmers, and lawful non-intoxicating CBD products.
  • Provides clear enforcement authority and meaningful penalties for unlicensed sales.
  • Preserves patient and consumer privacy protections already in Missouri law. 
  • Ensures only licensed dispensaries can use the word “dispensary” in signage and naming to mitigate consumer confusion
