St. Louis City Branch of the NAACP Honors the Legacy of Mrs. Stacey Fowler with Resolution Celebrating Her Extraordinary Commitment to Racial Equity and Economic Empowerment

The St. Louis City Branch of the NAACP has adopted a special resolution. This resolution honors the life and legacy of Mrs. Stacey Fowler. She was a true trailblazer in racial equity and economic empowerment.

Mrs. Fowler served as Senior Vice President of Minority & Small Business Empowerment at the St. Louis Development Corporation (SLDC). For over two decades, she dedicated herself to advancing diversity. Furthermore, she championed inclusion and economic justice in the St. Louis region and beyond.

On January 29, 2026, the resolution was adopted unanimously. It highlights Mrs. Fowler’s visionary leadership. Additionally, it celebrates her unwavering commitment to creating opportunities. She focused heavily on minority- and women-owned enterprises. She also advocated for underrepresented communities. Consequently, her work has left an indelible mark on the St. Louis community. She inspires future generations to continue the fight for equity and inclusion.


A Career Dedicated to Equity and Inclusion

Mrs. Stacey Fowler’s career was a testament to her passion. She cared deeply about racial diversity and economic empowerment. Her contributions spanned multiple sectors. Transforming Small Business Empowerment at SLDC

At the St. Louis Development Corporation, Mrs. Fowler played a pivotal role. She helped create a robust support system for small businesses. For example, she oversaw key initiatives such as the Northside Economic Empowerment Center. She also managed the Business Assistance Center.

Additionally, she led the Minority and Women Business Enterprise (M/WBE) Certification and Compliance programs. These programs have been instrumental in advancing economic justice. They continue to support minority- and women-owned businesses in St. Louis.

Advancing Equity in City Contracting

Mrs. Fowler also served as the M/WBE Contract Compliance Manager for the City of St. Louis. In this role, she worked tirelessly to expand equitable contracting. She also pushed for better procurement opportunities.

Furthermore, she built strong relationships with community leaders. She connected with developers and business owners alike. Through these efforts, she ensured that minority- and women-owned enterprises had a seat at the table.

Driving Economic Vitality at MoDOT

During her tenure with the Missouri Department of Transportation (MoDOT), Mrs. Fowler brought her expertise to new areas. Specifically, she focused on freight and waterways initiatives.

Her work on the Freight Enhancement Program was significant. Similarly, her Inland Maritime Port Manager certification was a key achievement. These accomplishments underscored her commitment to economic vitality across Missouri.

At the St. Louis Agency on Training and Employment (SLATE), Mrs. Fowler prioritized workforce strategies. She specifically aimed to uplift displaced and underrepresented residents.
