Howard Hayes has officially joined the St. Louis Workforce Development Board, stepping into a major role on the Finance Committee. Appointed by Mayor Cara Spencer, Hayes brings over 25 years of extensive economic development and local leadership experience to the board, positioning him to directly shape the city’s future job strategies and resource allocation.

ST. LOUIS, MO — The St. Louis Agency on Training and Employment (SLATE) is pleased to announce the appointment of Howard Hayes to the St. Louis Workforce Development Board (SLWDB).
Appointed by Mayor Cara Spencer on March 30, 2026, Hayes was officially introduced to the Board during its April meeting. He has since stepped into a key role on the Board’s Finance Committee, where he will help guide SLATE’s fiscal strategies and resource allocation.
A Legacy of Leadership in St. Louis Development
Hayes brings more than 25 years of executive leadership spanning workforce development, economic growth, government operations, and nonprofit management. He currently serves as a Business Development Specialist with the St. Louis Development Corporation (SLDC).
His deep familiarity with regional economic ecosystems stems from a distinguished career holding major leadership positions across the region, including:
- Executive Director of SLATE
- Director of the St. Louis County Department of Human Services
